Driving Improvement and Efficiency in Culture Services
Local Government Yorkshire and Humber (LGYH) has secured funding totalling £25,600 from Arts Council England, Museums, Libraries and Archives and YoHrSpace (the Regional Improvement and Efficiency Partnership) to identify efficiencies in the delivery of culture services to achieve improvement against local government outcomes.
The need for this project has been identified through analysis of performance in culture services in the region in comparison with other regions, and by a network of senior local government staff working on this agenda.
Preliminary work on the project has been progressed with a Local Improvement Advisor, who has assisted in the earlier stages of the project and established a programme of next steps (full programme available on request). Local authorities in the region are currently being consulted on their priorities for support in the following areas:
• Establishing shared museum services
• Establishing shared library services
• Establishing shared arts services
• Establishing or extending a leisure trust
The colleague appointed to deliver this programme will be responsible for ensuring the programme of next steps is delivered to the timescales required. The programme needs to be completed by the end of March 2011.
Outcomes include:
• Driving the improvement and efficiency agenda;
• Increased understanding and demonstration of the value of culture services;
• Identification of long term improvements in culture services and cost reductions;
• Research and share good practice and solutions for long-term improvements; and
• Identify quick wins, long-term improvements and opportunities for joined-up service delivery.
Outputs include:
• Explore commissioning strategies to drive innovation and improvement;
• Implement quick wins, delivering cost savings;
• Develop action plan for further efficiency gains and integrate with local authority performance management systems;
• Regional workshop to disseminate learning and good practice;
• Support local authorities in use of data to demonstrate improving performance; and
• Share information, learning and good practice with local authorities across the region.
LGYH and its funding partners are inviting expressions of interest from colleagues wishing to deliver these improvement and efficiency priorities.
