Pay and Workforce Strategy

The national Pay and Workforce Strategy (PWS) was launched in September 2003.  The aim of the strategy is to improve service delivery by maximising the effectiveness of the local government workforce. The strategy identifies the following five strategic priority areas:

Developing leadership capacity
Developing workforce skills and capacity
Developing the organisation
Resourcing local government
Pay and rewards

The strategy is a living document, not just to reflect changing priorities, but also to acknowledge achievements and outline the development of support mechanisms.  As such there have been two subsequent versions of the strategy (2004 and 2005). The main objective of the 2005 version is to:

‘Ensure that local government in England has the visionary leadership, organisational flexibility and people capacity required to deliver improved services, greater efficiency and better customer focus in front line services’

The role of LGYH is to support implementation of the strategy regionally.  To facilitate this the regional HR networks have recently been reviewed and restructured.  Five PWS project groups have been formed around the priority areas listed above.  The HR/OD Leadership Group will oversee the work of the project groups.
