East Riding Council - Transformation the ER Way

The Council is committed to a change strategy to improve our organisation and drive improvements, which reflect our “Striding Ahead” aspirations to be excellent, and ensures we are maximising efficiencies and managing the resources of the Council well.

This submission focuses on a major support service transformation, which challenged historical support mechanisms, across all service areas, the length and breadth of the East Riding, from the corridors of county hall, to every area office, depot, leisure centre in the East Riding, no area was left untouched.

The transformation of the entire support services network is an outstanding example of business process re-engineering at its best, working with our employees and trade unions in maximising flexibility/innovation and e-enablement of systems and processes through efficient use of our most valued asset, staff, whilst realising savings, as at April 2008, of £2 million.

The transformation was unprecedented in the Council’s eleven-year history and from this process evolved a new re-branded and dedicated Support Services function, managed centrally but with service delivery, in many areas, still devolved and working in partnership with the frontline services. This pioneering project directly affected 700 employees.
