Halton Moor Estate is characterised by low levels of educational attainment, high crime, poor health, high unemployment, high benefit dependency.  The area contains a cluster of super-output areas which fall within the worst 3% of the most deprived on the index of deprivation (2006). Approximately 5% of the population are from BME communities. Historically the  area has been a predominately ‘white’ council estate, however this has changed due to increasing lettings to BME tenants as a result of the new  ‘choice based lettings’ process.

The North East Divisional Community Safety Partnership has stepped up to the challenge and illustrated the benefits of a collaborative approach, putting victims first and working together with agencies from statutory, voluntary and community members to address  racially aggravated crime,  improve community cohesion and improve quality of life. 

Despite several families from BME communities fleeing the estate in fear, the  percentage of BME population on the estate is increasing. The project has been delivered using a mix of additional resources for enforcement and the realignment of services and policy changes to improve service delivery. 

The partnership’s vision is to ensure that tenants from all backgrounds are able to enjoy a safe and secure environment.
