Hull City Council - STREAM Independent Living Campaign
The STREAM Independent Living service provides vulnerable older people with access to local programmes and services through their existing television. Each person receives a digital television set top box that gives them access to the free digital television channels, and a broadband connection that provides them with access to interactive local services entirely on demand.
All information, content and services are provided by a partnership of local organisations. The service is led by Hull Council, in conjunction with the Primary Care Trust and a network of around 40 additional organisations, ranging from small voluntary sector organisations and social enterprises to national providers of Home Care.
All services are co-produced – that is, they are created by engaging service providers, service users and technologists in understanding what services are required and how best to deliver them. This is partnership that goes beyond simply a list of partners – it is about actively engaging with each other in the transformation and joint development of services for mutual benefit.
The pilot is coming to an end and the Council now hopes to extend the service to 5,000 homes by the end of March 2010, thereby supporting the majority of the city’s most vulnerable citizens.
