Regional Capacity Building Strategy ‘Working Together to Improve’
In March 2005 the Local Government Association (LGA) and former Office of the Deputy Prime Minister (ODPM) extended the National Capacity Building Programme for a further three years. From this programme, £5.35 million was allocated to this region for improvement activities.
During 2006, Yorkshire and Humber Councils developed a Capacity Building Strategy for 2005 to 2008 - 'Working Together To Improve' clearly identifying needs and priorities throughout the region.
The strategy document and government requirements identified that the strategy would achieve the following outcomes:
- Produce a performance lift whereby none of the 22 Local Authorities remain at 0 or 1*
- Improve workforce planning and skills development
- Improve the ability of local government to work collectively, effectively and efficiently
- Improve the profile and reputation of local government in teh region
- Share learning through information, applying knowledge and creating new practice
- Impact on the regional priorities identified in the strategy, namely:
- Supporting the transformation of children and young peoples services
- ensuring health inequalities are tackled
- Building transformational leadership and member development
- Promoting and enhancing the positive profile of local government
- Developing excellence in waste management across the region
- Creating safer communities, tackling crime and the fear of crime
The Capacity Building Programme has enabled Local Authorities, Fire and Rescue Services and partners to turn strategy into operational reality and make a tangible difference in delivering real improvements to the lives of all citizens living and working in the Yorkshire and Humber Region.
At the end of December 2007, LGA/CLG announced that £11m would be available to all Regional Improvement and Efficiency Partnerships (RIEPs) nationally to support transition to new arrangements (2008-11). Link to further information on Additional Capacity Building Fund 2008.
