Implementation of the Action Plan
Recognising the key strategic regional target within the RHS, it has been agreed that the Regional Housing Board will have the lead role in ensuring that the Action Plan is delivered. The Housing and Communities team within the Assembly are facilitating this work.
Since its launch partners have continued to work together to establish an Implementation group, to identify priority objectives and to agree a 12-month work programme.
The actions that are being taken forward over the next 3 months reflect Action Plan objectives that have been identified as an immediate priority. These priority objectives are as follows:
- Making the Case - ensuring good quality information is available to increase awareness and profile of the problems experienced in this region.
- Address Barriers to Deliver - Identify and address gaps in funding schemes and maximise regional access to national funding.
- Achieving effective delivery – supporting delivery on the ground, through the promotion of consistent referral schemes and other measures.
Considering these priorities, lead agencies have agreed to carry out and take forward the following activities:
- Developing a robust and comprehensive affordable warmth evidence base, which pulls together the range of data available in a consistent way for use by LAs and other partners.
- Lobby a variety of national, regional and local partners and sectors to raise awareness of the issue and put forward possible solutions.
- Work with Warm Front suppliers and Home Energy Conservation Association to establish solutions to short falls in top up schemes.
- Developing a consistent referral approach in the health service.
- Activity will be monitored on a 6 monthly basis and reported to the Regional Housing Board.
