Implementing the Yorkshire and Humber Plan
This part of the website provides the starting point for an evolving set of documents that will improve delivery of the outcomes contained within the Yorkshire and Humber Plan (2008).
The new planning system encourages us to look beyond traditional ways of planning and bring together many different organisations in the Region that have a role in implementing the Plan. The Yorkshire and Humber Plan contains a number of policies which set a strategic spatial direction for change in the region. The Core Approach sets out how this change should be managed in general terms and the policies of RSS set out for various topics and regional sub-areas, the actions required to achieve this step up.
To help achieve this, Government guidance on regional planning requires the inclusion of an Implementation Action Plan (IAP) as an integral part of the Yorkshire and Humber Plan.
The purpose of the IAP is to identify:
- delivery agents and mechanisms
- procedures for monitoring the Plan's implementation, including targets and indicators,
- procedures for review including identifying gaps in the implementation of the Plan and key priority actions to address these
- how investment for the Region is aligned
- what infrastructure exists in the region to support the delivery of the Plan
The Implementation Action Plan will be reviewed on an annual basis so as to respond to outcomes identified through annual monitoring, conformity, activity, working with partners and changing priorities.
There are some gaps in the availability of data and information needed to monitor fully the policies and core approach of the RSS. Where this is the case, the Regional Planning Body will continue to work with regional stakeholders and delivery organisations/agencies to understand better what data needs to be collected to inform the implementation of the Plan and the effectiveness of its policies and principles.
The Regional Planning Body will seek to ensure that the Implementation Plan focuses on outcomes so as to ensure that the document better aligns with other regional strategies. This will be especially important as work on implementation and delivery feeds in to preparation for a Single Regional Strategy.
