Increasing and Improving Infrastructure Provision

What is the challenge?

  • Yorkshire and Humber suffers from a relatively lower level of investment than other regions.
  • Government expects local authorities to demonstrate that there Local Development Frameworks are deliverable and that the right levels of infrastructure have been provided.
  • Local Infrastructure Delivery Plans are proving costly and challenging and demand greater collaboration to achieve economies of scale and share good practice.

What are we doing?

  • Commissioned an Integrated Infrastructure Study to help deliver infrastructure.  Available here
  • Preparing a Regional Infrastructure Hub to help local authorities prepare and deliver infrastructure studies and plans – this will be up and running by September and is available here.
  • Established a steering group of local authorities, Government Office and Yorkshire Forward to help guide the direction of this workstream and disseminate information – set up in May 09. See membership, agendas and minutes here.
  • Gathering strategic information on critical, transport, green and social infrastructure – this is partly completed and available here.  It will be fully complete and made available on GIS by early 2010.
  • Building capacity with infrastructure providers – this is ongoing.
  • Developing an evidence base on green infrastructure led by Natural England.  More information is available here.

What will we do next?

  • Maximise and align investment in the region, including share advice on Community Infrastructure Levy.
  • Research on understanding and identifying strategic Green Infrastructure with Natural England.
  • Lobby with evidence for increased regional, sub-regional and local funding for infrastructure.

 What outcomes does this work help to achieve?

  • The use of the Region’s land and existing social, physical and green infrastructure has been maximised.
  • More sound core strategies are delivered.
  • More effective collaboration between areas within the Region happens.
  • Greater engagement with infrastructure providers occurs.
