Maintaining the delivery of housing
What is the challenge?
- Local Authorities have to build more homes and provide evidence through their LDFs on a deliverable land supply.
- The start of 2008/09 brought about challenges to deliver an increased level of housing growth, as set out in the Published RSS. However, part way through the year the credit crunch worsened and the economy fell into recession.
What are we doing?
- July 2009 - prepared a clarification note on how best to deal with the implementation of Policies H1 and H2, including how to address the new Government household projections, the distribution of housing between settlements in a district, and housing trajectories in relation to addressing any under delivery in previous years. This is available here.
- The former Regional Housing Board oversaw work on an Action Plan to support delivery in a weakening market. This has supported the dialogue in the region on making effective use of public resources to support the Registered Social Landlord programme, the purchase of unsold private built units and mortgage rescue products.
- Prepared a Regional Practice Guide “Understanding Yorkshire and Humber’s Strategic Housing Land Availability” available here.
- Held a Housing Enquiry to invite evidence on the likely housing output for the region annually over the next 5 years; the speed at which any recovery is likely to take place and the barriers to market recovery. Details of this event and its conclusions can be found here.

What will we do next?
- Research on capacity and land supply – initial stages of research completed for RSS Update / further research ongoing - deadline tbc.
What outcomes does this work help to achieve?
- The need for housing in the region has been met by achieving net increases in housing stock
- More sound core strategies are delivered.
