Infrastructure Planning
Introduction
Providing for the levels of growth set out in the Yorkshire and Humber Plan presents a major challenge to both Local Authorities and the wide range of organisations responsible for infrastructure and service provision in the region. We know that compared with others our region has suffered from longstanding underinvestment, especially in terms of transport and housing.
The Public Expenditure Statistical Analyses Report from HM Treasury was published in June 2009 (available at http://www.hm-treasury.gov.uk/pespub_pesa09.htm). This shows that total expenditure on services by per head in real terms was £7,662 compared to an England average of £7,782 and a UK average of £8,024.
The signs are that this picture is not going to improve and that we need to maintain a focus on the RSS headline outcome of optimising the use of the region's land and existing social, physical and green infrastructure.
Infrastructure planning is increasingly recognised as a vital component of spatial planning, which, when undertaken in tandem with the preparation of the LDF, will improve the outcomes and deliverability of development plans.
What's happening at the moment?
Infrastructure Hub
Local Authorities have asked LGYH for assistance in delivering this new and challenging agenda. The infrastructure hub is a web-base "live" resource designed to offer practical support and guidance in preparing infrastructure delivery plans and:
- is aimed at those new to delivering infrastructure, as well as experienced officers;
- is designed to let users 'dip in and out' of sections to seek clarification and advice about various elements within the overall process of preparing an Infrastructure Delivery Plan;
- offers clarity and guidance around a series of topics;
- shares best practice examples and provide template documents e.g. briefs;
- operates alongside the Planning Advisory Service step by step approach to infrastructure delivery so that messages are not mixed
- features a frequently asked questions section, a forum and a comprehensive glossary of terms.

Delivering the Integrated Regional Strategy
LGYH is working jointly with Yorkshire Forward to prepare for a new Integrated Regional Strategy. This will be published in 2011 and will bring together the former spatial, economic, transport and housing strategies of the region. Underpinning this will be an implementation plan which will set out how the IRS strategy is delivered on the ground. Fundamental to the success of this delivery will be a regional picture on infrastruture.
