Core Strategy Policy
"Development that generates a demand for infrastructure will only be permitted if the necessary infrastructure to support it is either already in place, or there is a reliable mechanism to ensure that it will be provided at the time it is needed. In determining infrastructure requirements applicants and infrastructure providers should first consider if existing infrastructure can be used more efficiently, or whether demand can be reduced through promoting behavioural change, before proposing increased capacity through extending or providing new infrastructure." (Core Strategy Policy CP6, p. 53, para 3.85)

Core Strategy Policy
Policy SO1 - Delivering Tower Hamlets' regional role states that:
"Tower Hamlets will contribute to the regional role of London and the Thames Gateway, by ensuring that growth is supported by all types of infrastructure, (including CTRL and Crossrail) to help Tower Hamlets develop as a liveable, sustainable and healthy area of inner London."
Policy SO3 - Achieving wider sustainability states that:
"Tower Hamlets will achieve environmental, social and economic development simultaneously; the improvement of one will not be at the detriment of another. Where tradeoffs between competing objectives are unavoidable, these will be transparent and minimised. This will be realised by through ensuring the capacity of existing and new infrastructure is adequate to support development and growth with the cumulative impact of this development being considered. "

Infrastructure Delivery Plan
The London Borough of Tower Hamlets (LBTH) Infrastructure Delivery Plan (IDP) is a supporting document for the Core Strategy and covers the plan period from 2010-2026 (though it will be periodically reviewed and monitored).
The IDP includes details of the infrastructure needs, and explains the approach as to how and why different infrastructure items have been identified. The IDP also informs the Infrastructure Schedule, which underpinns the Programme of Delivery.
The IDP includes the key infrastructure items which are required to meet the growth objectives set out in the Core Strategy. The IDP process involved the consultation and involvement from a wide range of officers within the Council as well as with key partners including the Local Strategic Partnership (LSP).
The key stages involved in the IDP process included:
- a quantitative assessment of current projected supply and demand for infrastructure;
- a review of planned capital and infrastructure investment;
- a gap analysis between the demand for, and supply of various infrastructure elements over the plan period of the Core Strategy;
- a comprehensive process of engagement and collaboration with service providers;
- identification of broad locations for infrastructure;
- a robust costing exercise for required infrastructure from information in capital programmes; and
- establishing a robust process for monitoring and updating the IDP.
