The Planning Advisory Service - Steps Approach

The Steps approach is available from the PAS web-site (click here).  It offers a way in which people in local authorities and Local Strategic Partnerships (LSPs) can work together to achieve infrastructure delivery.  It is suggested that it could be used as part of the Local Development Framework (LDF) Core Strategy evidence base.

While the approach notes that it is not the only way on doing infrastructure planning, in the absence of national guidance or an alternative, it is likely to become the norm in the same way as the PAS self-assessment checklist for DPDs. 

The steps are set out below.


Useful Information to Assist in the Delivery of the Steps Approach

The guidance produced by PAS has divided infrastructure into three categories: physical, social & community and green infrastructure and within each category has identified a list of different infrastructure types.

 As a starting point the RPB has taken the list of infrastructure types as identified by PAS for each infrastructure category and split physical into both physical and transport infrastructure. This is in addition to social and green infrastructure.
