Transport

Land use and transport are inextricably linked and need to be considered together when undertaking a review of the RSS. The availability of transport capacity, or problems with congestion/ lack of capacity must be taken into account when determining locations for growth. A need was identified for a relatively simple method of identifying these without the use of extensive transport modelling.

In 2008 the Yorkshire and Humber Assembly commissioned Arup, an independent consultancy, to investigate what comparable work had been done in other areas and what approach to use. Arup also identified existing data sources that could be used in a consistent way across the Region to identify transport constraints and opportunities for improvement.
