Additional Capacity Building Fund 2008

Background

At the end of December 2007, LGA/CLG announced that £11m would be available to all Regional Improvement and Efficiency Partnerships (RIEPs) nationally to support transition to new arrangements (2008-11).

Based on regional knowledge, previously identified need and an enthusiastic response from partners, a summary of proposals totalling £2,106,000 was submitted to CLG in January 2008.

At the end of March, it was confirmed that the funding identified by CLG had grown from £11m to £15m. Under formula funding, the accountable body, Calderdale MBC, received £1,474,000 on behalf of the RIEP. The Improvement Board agreed arrangements for prioritisation and the commissioning and performance management processes.

The invitation from LGA/CLG in December made reference to additional funding being allocated ‘to support transition to new arrangements’. While a number of RIEPs nationally have chosen to view their allocation as a ‘windfall’ and add it to available funding for 2008-11, in Yorkshire and Humber ‘transition funding’ has been used for just that purpose.

  • Support for the development of Multi-area Agreements (MAAs)
  • Support for member development
  • Support for two-tier working
  • Support for the integration of the improvement and efficiency agenda
  • Support for Business Process Improvement (BPI)
  • Support for strategic workforce activity

The end date for the programme is March 2009.
