Programme Management

Between 2005 and 2008, the Improvement Board provided strategic direction to the improvement abd capacity building agenda. Membership included the LGYH Executive Board.

The Service Delivery Advisory Group (SDAG) concentrated on the development of public services.  Membership included representatives from Local Authorities, Primary Care Trusts, Police and Fire Services, Universities and voluntary, community and private sector.

In April 2008, a new Regional Improvement and Efficiency Strategy 2008-11 was agreed around four key strategic priorities, namely: personalisation, social care, health, wellbeing and criminal justice; economic growth; climate change, and corporate improvement and value for money.    In June 2008, CLG announced additional capacity building funding for the region to support transition to new arrangements.  Link to further information about Additional Capacity Building Fund 2008.

New governance structures have been established for the region to deliver its strategy between 2008-11.  The new structures will support delivery of the existing capacity building programme and its integration into the new programme 2008-11. 

The Strategy Implementation Group (SIG) will continue to implement the Capacity Building Strategy 2005-2008 in commissioning projects and monitoring progress.  Membership consists of twosenior officers from local councils in each sub-region and one Fire and Rescue Service Officer.  Advisory members represent Government Office for Yorkshire and the Humber, IDeA, Yorkshire Forward, Regional Centre of Excellence and LGYH.

LGYH will continue to be resourced to manage the capacity building programme.  Responsibilities include:

  • Co-ordinating and supporting the work of SIG

  • Ensuring the governance arrangements for the capacity building programme are fit for purpose and that funds are allocated to where the needs are greatest

  • Developing strong partnership working amongst projects regionally, sub regionally and locally across Yorkshire and Humber

  • Provision of support to individual officers and projects

  • Performance management of projects, identifying progress on activity, spend, outcomes and opportunities for sharing learning

  • Publicity for the programme (please see related documents)

  • Evaluation

  • Sharing of information and learning and promotion of good practice

Calderdale Metropolitan Borough Council will continue as accountable body to programme end.
